Procedure

1 Disperse Carbomer in Water.
2 Premix Phase B ingredients and add to the batch slowly.
3 Premix Phase C and add to batch.
4 Add Phase D ingredients one at a time.
5 Neutraliz sbatch slowly with Phase E to pH 6.8-7.0
