Procedure

1 Add Carbomer to Phase A; mix well until completely hydrated. Add Phase A ingredients.
2 Premix Phase B ingredients; mix until fully dissolved.
3 Add Phase B ingredients to Phase A.
4 Add Phase C ingredients while mixing.
